National Torch Plan is a mentoring program aiming to improve national high and new technology industry, which was approved by government and implemented by Ministry of Science and Technology. High and new technology enterprises are the vehicle for implementing the National Torch Plan.Government picks up few enterprises/groups approved as the high and new technology enterprises, while national and regional government will provide relevant supports (market, information, funds, management, service,etc.) to improve local economic development.

WHCM has been approved as the new and high technology enterprise since Dec. 2008,and lasted for 7 years till now, which means WHCM is an qualified high and new technology enterprise accredited by the state.
